Great article. I never understood why they made it so difficult. I think because they don’t really care, they don’t really care about adoptions. I was always thrilled as a volunteer to get a dog adopted. “We saved one!!!!” You don’t see that excitement in most of the staff. So sad.

It exists in bits and pieces, Joselle. Some of the national rescue organizations have made noises about building "the shelter of the future," but as yet it hasn't materialized. The example in this post is a combination of some beta testing, plans that never materialized, and selected visions (my own and other people's). Ultimately, this will need to be a private enterprise, since no municipal shelter system has either the resources or will to make it happen.
